GUELPH, Ont. - Prime Minister Stephen Harper says the recession in Canada appears to be technically over.

But Harper stresses that if you're in the automotive or forestry sectors, you wouldn't know it.

The prime minister says southern Ontario and small towns that make up the bulk of Canada's forestry industry are still reeling from the effects of the recession.

In fact, Harper says forestry workers were hard hit even before the downturn began.

Harper made the comments after announcing funding for green and fuel efficient powertrain projects at Linamar Corporation in Guelph, Ontario.

The prime minister says the economic recovery that is currently underway is "extremely fragile," and needs concentrated government effort to ensure it takes hold.

Central banks in Canada and the U-S have signalled that the economies of both countries have begun to claw themselves out of recession.
