Quebec City man charged in alleged Islamic State chemical weapons plot

A Quebec City man has been charged with multiple terrorism-related offences for allegedly intending to carry out at least one attack on behalf of the Islamic State.

According to an investigation by the RCMP Federal Policing Eastern Region, 24-year-old Louay Angoud is alleged to have communicated online with members of a terrorist group and gathered information “to build a chemical weapon that could be used to poison Canadian citizens.”

Angoud has been charged with:

• Using or possessing property for terrorist purposes;
• Commission of an offence for a terrorist group;
• Participation in the activity of a terrorist group;
• Possession of a weapon for a dangerous purpose.

A spokesperson for the Public Prosecution Service of Canada confirmed that Angoud appeared at the Palais de justice de Quebec on Thursday morning and that he remains detained.

The next court appearance is scheduled for Monday, September 28, 2026.
